Tenant & User Settings Library

Roadmap project documentation for the Tenant & User Settings Library — a common-module capability that lets any service become runtime-configurable per user, per tenant, or by any future scope without touching conf files. Developers declare a typed catalog of settings in code; users and admins set values in the service’s own database; each setting declares an ordered list of scopes, and a read returns the first scope in that order that has a value, served from a short-lived per-instance cache — so changes take effect without a redeploy.

It complements — and deliberately does not replace — the deploy-time configuration stack (common-module › component/ConfigurationProvider.kt), which stays the home for infrastructure plumbing.
